The Pew Center paper examines fundamental questions about market-based approaches to reduce greenhouse gas (GHG) emissions and reasons why cap and trade is the most promising option to address the risks of climate change. In Meaningful and Cost Effective Climate Policy: The Case for Cap and Trade, authors Janet Peace and Robert N. Stavins rebut a number of common criticisms against using market-based mechanisms to reduce U.S. GHG emissions to show that cap and trade remains the most cost-effective climate policy solution.

The Pew Center offers a concise explanation of the distribution of emission allowances under the House-passed Waxman-Markey clean energy and climate bill. The new policy memo includes graphs that illustrate the extent to which allowances are auctioned or freely allocated under the bill and the policy objectives achieved by their distribution.

Steve had a long and distinguished career working at the EPA where he authored the first major global warming policy study in 1984, and also spent time working on the White House Climate Change Task Force.
